在最近举行的安徽省国有企业改革座谈会上,国务院国有资产监督管理委员会研究中心副主任白津夫指出,在国企改制过程中,外资参股或并购俨然成为“最强音”。有一种极不正常且普遍存在的倾向,国企产权一旦转让给另外的国企,则被视为“改制不彻底”,理由是“改来改去还是改在国企的饭碗里”。不少地方把振兴经济的希望寄托在外资上,这种十分危险的心态逼使地方政府无节制地给予外方超国民待遇,在谈判中难以谋求对等地位,无法忠实地代表国企利益。改制的最终结果是屈从于外方意志,国企被“贱卖了”。

This dangerous mentality has forced local governments to give foreign parties super-national treatment without restraint. It is difficult to seek reciprocal status in negotiations and cannot faithfully represent the interests of state-owned enterprises. The final result of the restructuring was to succumb to the will of the foreign state and the state-owned enterprises were “sold up.”
