“国家授权投资的机构”(以下简称“授权投资机构”)是目前政府部门、经济学界、企业界都非常关注的热点问题,涉及政府部门职能转换、建立现代企业制度、国有资产管理体制等多方面的重大改革,是调整现有的经济利益格局、深化经济体制改革的一件大事。现在改革试点已经在一些行业总公司和行业主管部门中悄悄推进,大型企业集团也纷纷要求成为授权投资机构的试点。对此,很有必要进行充分的论证和分析,使决策者不致于偏听一方利益团体的呼声,造成新的矛盾、混乱和不规范,使改革走弯路。
The “State Authorized Investment Institutions” (hereinafter referred to as “authorized investment institutions”) are currently hot issues of concern in government departments, economic circles, and the business community. They involve the transformation of functions of government departments, establishment of modern enterprise systems, and state-owned assets. Many major reforms such as the management system are a major event in adjusting the current pattern of economic interests and deepening the reform of the economic system. Now that the reform pilot has been quietly promoted in some industry head companies and industry authorities, large-scale enterprise groups have also requested to become pilot projects of authorized investment institutions. In this regard, it is necessary to conduct sufficient argumentation and analysis so that policy makers do not listen to the voice of one interest group, create new conflicts, confusion and irregularities, and make reforms detours.
