一、组织政治与组织权力 许多企业实施重组战略失败的一个重要原因是它们不能根据外部环境的变化作出反应,以适应这些变化,这就是所谓的组织惰性。由于企业在实施重组战略前其组织关系已经建立,在重组时往往会因此而使组织拒绝变动,并产生组织惰性。例如组织会坚持依赖那些曾使其成功的技术与能力,即使这些技术与能力早已不再适应环境的需求了。组织惰性产生的另一个原因是企业的高层管理人员为了巩固和加强其地位在彼此之间进行权力的斗争。
I. Organizational Politics and Organizational Power One of the important reasons why many enterprises fail to implement the restructuring strategy is that they can not respond to changes in the external environment to adapt to these changes. This is called organizational inertia. As organizations have established their organizational relationships prior to the implementation of the reorganization strategy, reorganization often results in the organization refusing to change and creating organizational inertia. For example, the organization insists on relying on the technologies and capabilities that once made it successful, even if those technologies and capabilities no longer fit the needs of the environment. Another reason for the inertia of organizations is the struggle for power among top management in the enterprise in order to consolidate and strengthen their position.
