第一,促进基本公共卫生服务逐步均等化。这是增进居民健康,实现卫生公平的重大举措。要落实公共卫生服务职责和任务,向城乡居民免费提供疾病防控、免疫规划、疫苗接种、妇幼保健、健康教育等基本公共卫生服务。逐步建立居民健康档案,并实现计算机管理。进一步增加国家重大公共卫生服务项目,有效控制急慢性重大疾病和危害因素,深入开展爱国卫生运动,提高全民健康水平。加强公共卫生服务能力建设,逐步改善精神卫生、妇幼卫生、卫生监督等专业公共卫生机构的设施条件,提高防治重大疾病和应对突发公共卫生事件的能力。
First, promote gradual equalization of basic public health services. This is a major measure to promote the health of residents and achieve health fairness. To fulfill the duties and tasks of public health services, provide free urban and rural residents with basic public health services such as disease prevention and control, immunization programs, vaccination, maternal and child health care, and health education. Gradually establish residents’ health records and achieve computer management. We will further increase major public health service projects in the country, effectively control acute and chronic major diseases and their harmful elements, and further develop the patriotic health campaign to raise the standard of health for all. Strengthen the capacity building of public health services and gradually improve the facilities of public health institutions such as mental health, maternal and child health, health supervision and other facilities and improve the ability to prevent and control major diseases and respond to public health emergencies.
