近年来进城务工人员违法犯罪现象严重,加强对进城务工犯罪人之特殊预防是防控此类犯罪的重要内容。采用以人格犯罪人观为基础的进城务工犯罪人分类刑事司法处遇,是对当前以“行为”为核心的刑罚模式的有益补充,可以很好的贯彻宽严相济的刑事政策,加强进城务工人员犯罪人的特殊预防。
