1996年以来,吉林省通化市、延边州先后发生在全国有重大影响的柳河系列杀人残害妇女案、朝阳川——延吉系列抢劫杀人案,均被公安部列为全国挂牌督办案件。在公安部的正确领导和具体指导下,经过省、市、县三级公安机关奋力攻坚,两起系列案件分別于2000年11月、2002年1月成功侦破。回顾两起案件侦破工作,我们可以从中获得许多有益的启示。认真研究这类案件的规律特点,总结侦破工作经验,汲取工作中的教训,对于提高侦破系列杀人案件乃至其它系列性严重犯罪案件的水平必将带来许多有益的帮助。柳河系列杀人残害妇女案 1996年2月1日,通化市柳河县一家药厂女工张某在一个公厕内被犯罪分子用锐器刺伤臀部。至1997年4月,在该县公厕、街道和室内等不同部位又发生10余起针对青年女性的伤害案件。1997年9月至1999年5月,故意伤害妇女案件开始升级,在柳河县和与其接壤的梅河口市、辽宁省新宾县先后发生9起残害妇女案件,12名青年女性被杀死,3人被杀伤。多名女青年被杀后,腹部被切开,乳房、阴部被割走。在公安部的指导和协调下,在辽宁省公安机关的大力配
Since 1996, Tonghua City, Jilin Province, Yanbian Prefecture have successively occurred in the Liuhe series of murder women who have had a significant impact in the country.
