近年来随着我国加大基础设施建设投入,非自愿性移民的征迁安置问题越来越突出。一些大型工程项目,如水库工程、高速公路工程、城市改造工程等,征迁安置是制约工程的关键因素,而统计调查是征迁安置工作的主要基础工作之一。笔者通过全过程参与世界银行贷款项目中国公路项目Ⅲ、中国公路项目Ⅳ的征迁安置工作,体会到,运用科学的统计调查方法对搞好征迁安置工作尤为重要。 一、统计调查在征迁安置工作中的作用 统计调查从项目论证,到项目实施及工程竣工后的社会评估,贯穿于工程全过程,其作用 In recent years, as China has stepped up investment in infrastructure construction, the issue of involuntary resettlement has become increasingly prominent. Through the whole process of participating in the World Bank Loan Project for China Highway III and the resettlement of China Highway IV project, I realized that the use of scientific methods of surveying is especially important to improve the resettlement.
