各市人民政府,省政府各厅委、各直属机构: 省政府同意省林业厅《关于做好“十一五”期间年森林采伐限额管理工作的实施意见》,现转发给你们,请认真贯彻执行。森林资源是生态建设的物质基础,是林业可持续发展的根本,也是构建和谐辽宁的重要保障。实施森林采伐限额管理是严格控制森林资源过量消耗,加强森林资源保护和管理的重要措施。加强森林采伐限额管理,对于巩固和发展我省生态建设成果,全面振兴辽宁老工业基地,推进社会主义新农村建设具有重要意义。各地区、各有关部门要切实加强领导,加大管理力度,严格执行“十一五”期间年森林采伐限额及其各分项限额指标,不得突破。要建立健全领导干部保护和发展森林资源任期目标责任制,切实落实林业管理第一责任人和主要责任人的责任,采取有效措施,坚决制止超限额采伐、乱砍滥伐等破坏森林资源的行为,杜绝违规调整和违规预留年森林采伐限额现象,确保我省森林资源总量不断增加,森林资源质量不断提高,森林资源结构不断优化。辽宁省人民政府二○○六年四月三十日
