《中共中央国务院关于深化医药卫生体制改革的意见》的颁布,标志着我国基本医疗保障制度改革进入了新的发展阶段—国家将逐步建立起覆盖全民的基本医保制度体系。全民医保政策的实施使参保范围更加广泛、参保人数迅速增加,势必导致医保档案大量产生并“充斥”社会各个领域,客观要求必须加以规范和管理。建立全民医保档案有利于增强全社会的档案意识、有利于促进民生档案工作的开展、有利于加快档案工作的开展步伐;本文对全民医保档案收集整理工作、医保档案管理等方面提出了新的要求和基本措施。
The promulgation of the “Opinions of the CPC Central Committee and the State Council on Deepening the Reform of the Medical and Health System” marks that the reform of China’s basic medical security system has entered a new stage of development. The implementation of the universal health insurance policy makes the coverage more extensive and the number of insured persons increases rapidly, which will inevitably lead to a large number of medical insurance files and “flooding” all fields of society. The establishment of a universal health insurance file is conducive to enhancing the awareness of the entire community archives, help to promote the livelihood of the file work, is conducive to accelerating the pace of archives work; this article collection and consolidation of medical insurance files, medical records and other aspects of file management put forward new requirements And basic measures.
