1.电子文件的定义与快速增长1.1电子文件的定义2009年底,中央办公厅和国务院办公厅联合发布的《电子文件管理暂行办法》将电子文件定义为机关、团体企事业单位和其他组织在处理公务过程中,通过计算机等电子设备形成、办理、传输和存储的文字、图表、图像、音频、视频等不同形式的信息记录。与2003年颁布的《电子文件归档与管理规范》相比,这一定义明确了产生电子文件的主体(机关、团体、企事业单位和其他组织),涉及社会活动的类型(此处的“公务”可以泛指公共事务和业务活动)、流转过程(形成、办理、传输和存储)和信息存在的形式(文字、图表、图像、音频、视频等)。
