文章就核电厂建造质量保证体系建立和实施重要方面的质量保证监查活动,结合目前质保监查活动开展的现状,分析了影响质保监查有效性提高的主要因素,并提出了如何从提高认识、监查体系的建立、监查组织的独立性、监查人员的培育以及监查制度的完善等方面,持续提高质保监查的有效性,使监查活动富有成效;通过质保监查的有效实施,准确、全面地评价质量保证体系的实施情况和有效性,持续改进质量保证体系,确保核电厂的建造质量。
