我国倡导的包容性增长从概念内涵、实施原因、包容主体、包容对象、包容内容、包容目的与实现途径等方面,对增长问题做出了全面而深刻的阐释,这无论对于国内还是国际社会的发展均有重要的指引意义。但包容性增长本质上是一种关于增长的价值导向,一种增长理念、增长战略与增长模式。它是科学发展观在增长问题上的具体化,因而与科学发展观既相区别又相联系。
The inclusive growth advocated by our country has made a comprehensive and profound explanation of the issue of growth from the aspects of concept connotation, implementation reason, main body of inclusion, object of inclusion, content of inclusion, purpose of inclusion and ways of realization and so on, both for the domestic and international community Development has important guiding significance. Inclusive growth, however, is essentially a value-oriented approach to growth, a philosophy of growth, growth strategies and growth models. It is the concretization of the concept of scientific development on the issue of growth, and therefore it is both distinct and related to the concept of scientific development.
