胡锦涛同志在今年6月29日主持中央政治局第三十二次集体学习时指出:“民主执政,就是坚持为人民执政、靠人民执政,发展中国特色社会主义民主政治,推进社会主义民主政治的制度化、规范化、程序化,以民主的制度、民主的形式、民主的手段支持和保证人民当家作主。”这就对民主执政的内涵做出了新的科学的阐释,指明了我们党执政的目的和本质、执政的基础和途径、执政的保证和必然选择,进一步深化了对党的执政规律的认识。
