重庆市内环线作为由高速公路转变的城市快速路,建成以来发挥了不可替代的城市区域联通的快捷通道作用,承担了主城区大部分组团间交通联系及对外交通转换功能。但随着重庆市经济社会的快速发展,城市不断向外拓展,内环线内外都市功能核心区与拓展区之间交通畅通问题更加迫切,需求也日趋旺盛,加之穿越内环线通道资源稀缺,导致既有通道高峰期交通拥堵不堪,已在个别区域形成了比较常态化的大堵点,引起了人们的高度关注。尤其是两江新区向北高速拓展,其暴露出来内环线内外联通问题更是特别突出。本文以新增曾家岩北延伸穿越内环通道为例,重点介绍规划预控研究所需开展的研究内容、方法与形式——以区域交通分布特征为基础,以路网结构问题、优化功能需求提升为导向,对新增通道选线路由加以分析;并结合地形、周边现状及规划用地等限制条件,通过开展结构预判、工程问题分析等一系列研究工作,最终形成规划预控方案,以期达到更好地指导其它区域开展规划建设前的规划预控研究工作。
