本文通过对我国电子签名立法的准备阶段及立法必要性争论等各个环节的回顾,揭示了我国电子商务立法的经济基础及其相关条件。作者认为,我国电子商务的快速发展是电子签名立法出台的根本原因,而立法过程中电子政务促进电子签名立法的现象也颇值得思考。
This essay reveals the economic basis and the related conditions of the e-commerce legislation in our country through the review of various stages such as the preparatory phase of our country's electronic signature legislation and the necessity of legislation. The author believes that the rapid development of e-commerce in our country is the fundamental reason for the introduction of the electronic signature legislation, and the e-government in the legislative process to promote the electronic signature legislation phenomenon is quite worth considering.
