《国家中长期教育改革和发展规划纲要(2010-2020年)》提出的战略目标指出:到2020年,基本实现教育现代化。要办出具有中国特色、世界水平的现代教育,就要建立依法办学、自主管理、民主监督、社会参与的现代学校制度,实现传统学校向现代学校的转型。而民主管理是现代学校制度的核心内涵。近几年来,我们面向学生、教师、家长提出了“做学校的主人”的口号,希冀使学校中的每一人都享有当家作主的权利;使人人都能有效参与到学校事务中来,从而增强每个人的主人翁责任感。
