1981年9月《中共中央组织部关于共产党员因私事出国或去港澳地区的若干问题的规定》(中组发〔1981〕19号)、2004年12月《中共中央纪委、中共中央组织部、外交部、公安部、国家安全部、监察部、人事部、商务部关于进一步加强党员干部出国(境)管理的通知》(中纪发〔2004〕16号)等文件规定:共产党员因私事要求出境,除按照1978年6月29日国务院批转公安部、外交部、国务院侨务办公室《关于放宽和改进归侨、侨眷出境审批的意见》和1980年2月25日公安部、外交部、国务院侨务办公室联合
