2007版和2013版两套教材是我国教育改革时期和教育教学教材比较活跃时期由教材研究所、中学语文课程教材研究开发中心以《全日制义务教育语文课程标准》(实验稿)为指导编著,人民教育出版社发行的。两套教材总体来说是围绕着总目标各有侧重,层层深入。但是两套教材的内容体系(范文系统、知识系统、练习系统、助读系统)还是有所不同,除了在内容的编排和教材中素材的选取不同外,两套教材对学生的要求以及培养学生的主导目标之间稍稍有所偏移。虽然2013版教材在2007版的基础上改进了许多内容,保持了内容的新型性和独特性,但是随着我国教育的不断发展,特别是学前教育和小学教育的快速发展,2013版教材中也存在着问题,不能完全满足当前初中语文的教学。
