调查评估是突发事件应急管理中的重要环节,建立突发公共事件调查评估机制是当前各级政府应急管理部门需要积极推进的工作之一。目前,国内大多数地区对重大突发公共事件尚未进行过严格的调查评估,而部分国家和地区已有一些重大突发事件调查评估的实践可供参考。本文选取了2003年香港SARS、2005年英国伦敦地铁爆炸和美国卡特里娜飓风灾害三个突发事件的调查评估案例,并进行分析和比较,以供应急管理部门借鉴参考。
Investigation and assessment are important links in the emergency management of emergencies. Establishing an emergency investigation and assessment mechanism for public incidents is one of the tasks that the emergency management departments of all levels of government need to actively promote. At present, most regions in China have not conducted any rigorous investigation and assessment of major public emergencies. However, some countries and regions have conducted some major investigations and assessments of emergencies for reference. In this paper, the investigation and assessment cases of 2003 Hong Kong SARS, 2005 London Subway explosion in the United Kingdom and Hurricane Katrina in the United States were selected and analyzed and compared for reference by emergency management departments.
