常州市科委主任管又铭提议“把保险机制纳入到新品开发中去”的设想,被常州市人民保险公司采纳,双方共同制定了《科技新产品开发综合保险试行办法》(草案),经今年上半年在全市实施,效果良好,首批14家企业的24只项目已与保险公司签订了投保协议,企业缴纳微小数额的保险金额。保险公司则对企业具有开发风险的科技新产品进行责任保
