On April 13, 1988, the first session of the Seventh National People’s Congress passed a resolution on setting up a special economic zone in Hainan Province. On April 26 of the same year, the opening ceremony of the CPC Hainan Provincial Committee and Hainan Provincial People’s Government was held in Haikou. The island of Qiongdao seemed to wake up overnight and the exciting new historic opportunity of a new Hainan finally arrived.
