隆回县位于湘中偏西南,是国家重点扶持的贫困县。多年来,财政极度贫弱,主要靠上级财政拨款补助过日子。针对这种状况,隆回县委、县政府从1994年开始调整工作思路,确定“全县以经济工作为中心,经济工作以财政为中心”的工作思路,举全县之力,聚八方之财,狠抓财政工作,实现了财政状况的明显好转。1995年首次突破亿元大关,达到1.073亿元,比上年增长24.27%;1996年达到1.28亿元,比上年增长19.4%;1997年可达到1.45亿元,比上年增长13.12%。财政收入增长幅度高于同期省、市和全国的平均水平。4年内,隆回财政不仅能保证县内工作和建设的正常运转,还累计向国家上划税金3150万元,并消灭历年赤字1120万元。
