医院是人民卫生福利事业,国家给予预算补助,是党和国家对劳动人民健康的关怀,充分体现了社会主义的优越性。几年的实践证明,国家对医疗机构财政补助的办法,不论对减轻病人的经济负担和促进医疗事业的发展都起了很大的作用。随着国民经济的发展,国家对医院的补助,将逐步增加,因而对病人的收费,亦将逐步减轻。为此确定:自1960年起,对医院(卫生行政部门所属,下同)工作人员的工资实行由国家预算开支的办法(以下简称包工资),即由原来的“全额管理、差额补助”改变为“全额管理、定项补助、预算包干”的医院财务管理制度。
The hospital is a people’s health and welfare undertaking. The state gives a budget subsidy. It is the concern of the party and the country for the working people’s health and fully reflects the superiority of socialism. Several years of practice have proved that the state’s financial subsidies for medical institutions have played a significant role in alleviating the economic burden on patients and promoting the development of medical services. With the development of the national economy, the state’s subsidies to hospitals will gradually increase, and thus the charges for patients will gradually be reduced. For this purpose, it is determined that since 1960, the government’s wages for the staff of the hospital (subordinate to the health administrative department, the same below) will be spent on the state’s budget (hereinafter referred to as “paid wages”), that is, the original ”full management and differential subsidies. “Change to” hospital financial management system with full management, fixed-item subsidy, and budget lump-sum.
