自从国际班轮公司在中国港口向货主征收THC(码头作业费)以来,至今已3年有余。期间,船货双方一直摩擦不断。对此,交通部启动了调查程序,但一直没有结果。与此同时,以马士基为首的国际班轮公司在运费之外,继续向中国货主征收各种名目的附加费,并在2005年11月达到了让货主无法忍受的地步。无奈之下,中国货主再次请求交通部启动调查程序。交通部根据调查情况,最终向18家国际班轮公司发出《告诫通知书》,要求在2006年2月10日以前自行终止提高THC收费标准行为。这是THC之战以来中国政府首次向国际班轮公司说不。此举虽然暂时遏制了国际班轮公司的提高收费行为,但就整个对峙局势来看,THC问题之结果仍不甚明朗。
It has been more than three years since international liner companies have levied THC (terminal operating fee) on their cargo owners in Chinese ports. During the cargo both sides have been friction. In response, the Ministry of Communications launched the investigation process, but it has been no result. In the meantime, international shipping companies led by Maersk continued to charge various types of surcharges to Chinese shippers beyond the freight rates and reached an unbearable level for cargo owners in November 2005. In desperation, the Chinese owner once again requested the Ministry of Communications to initiate the investigation process. According to the investigation, the Ministry of Transportation eventually issued “Notice of Advice” to 18 international liner companies, requiring them to terminate the THC charging standard on their own initiative by February 10, 2006. This is the first time the Chinese government has said no to international liner companies since the THC war. Although the move temporarily halted the increase of fees charged by international shipping companies, the outcome of the THC issue remains unclear over the entire standoff situation.
