一稿两投或一稿多投是我国学术界长期存在的顽疾。要解决这个老大难问题,单单对这种行为大举批判是无济于事的,还得想想切实可行的办法。一稿多投的动机是复杂的。确有个别人靠一稿多投方式骗取稿费,但还有相当多的人是为了确保自己手稿尽早被录用而一稿两投或多投。众所周知,科学发现的优先权取决于发表时间。因此,绝大多数投稿者都希望自己的稿子能尽早录用。但是,并非所有期刊编辑部都能对投稿者做出快速反应。而且,在投稿者与期刊编辑部的相互关系中,总体上说,期刊编辑部更有势力。因此,直到今天,有很多期刊编辑部的做法都是既不退稿、也不通知投稿者录用与否。
The two manuscripts or one manuscript are the long-standing problems of our academic community. To solve this unsolved problem, it is of no avail to criticize this act on a large scale. We must also think of a practical solution. The motivation for more than one vote is complex. There are indeed individuals who rely on more than one vote to defraud the manuscript fee, but there are still a considerable number of people who want to ensure that their manuscripts are hired as soon as possible. It is well known that the priority of scientific discovery depends on the time of publication. Therefore, the vast majority of contributors hope their manuscripts will be accepted as soon as possible. However, not all journals editors can respond quickly to contributors. Moreover, in the interrelationship between contributors and journal editorial boards, journal editorial boards are generally more powerful. Therefore, until now, many journal editorial departments have neither retreated nor informed contributors for their employment.
