文章共分三部分。在第一部分中,作者分析了上海地方钢铁工业的布局和结构特点,认为应自建高炉解决生铁供应严重不足的困难,通过自筹原料、填平补齐、调整结构来改造和发展上海地方钢铁工业。
The article is divided into three parts. In the first part, the author analyzes the layout and structural characteristics of the local steel industry in Shanghai. He thinks that it is necessary to self-build the blast furnace to solve the serious shortage of pig iron supply and to reform and develop the local steel industry in Shanghai by self-raising raw materials, filling up and adjusting the structure industry.
