第一章总则第一条为贯彻《建设工程质量管理条例》,提高中国铁道工程建设协会会员单位在工程建设中总体质量水平,鼓励有关企业加强工程管理,提高工程质量和经济效益,争创优质工程,在协会系统开展《中国铁道工程建设协会火车头优质工程》(以下简称“火车头优质工程”)评选活动,制定本办法。第二条火车头优质工程评选的对象为中国铁道工程建设协会(以下简称“建设协会”)会员单位在我国境内建设的、列人国家(部门)或地方建设计划,具有独立生产和使用功能已经建成并投入使用的铁路工程项目和其他工程。
