国务委员兼财政部长王丙乾近年来在全国财政工作会议上讲话时,多次提出并强调要坚持以法治财,把财政工作纳入法律管理的轨道。那么,什么是以法治财?为什么要坚持以法治财?如何实现以法治财呢?本文拟就这几个问题作一些粗浅的探讨。
In his speech to the National Conference on Financial Work in recent years, State Councilor Wang Bingqian and the Finance Minister repeatedly proposed and emphasized that we should adhere to the principle of governing the country by law and include the financial work in the track of legal management. So, what is the rule of law money? Why adhere to the rule of law money? How to achieve the rule of law money? This paper is intended to make some superficial discussions on these issues.
