今年5月中旬到6月中旬,深圳市龙岗区人民政府组织公安、工商、劳动等部门对辖区内用人单位贯彻劳动法律法规的情况进行了为期一个月的检查。共查企业1708间,员工378517人,分别约占全区企业、员工总数的27%、47%。从检查结果来看。这些用人单位存在一些普遍的问题。问题之一:私招滥雇的现象比比皆是。现在用人单位招收员工的渠道很多,有到内地或厂门口贴张告示自招的、有职介部门推荐的、有厂内员工介绍的等等,但是有一点是共同的。那就是招工前没有按规定向劳动部门提出申请。很多企业根本不知道招工还要向劳动部门申请;有的认为在市场经济条件下,企业有充分的用工自主权,向劳动部门申请纯粹是多此一举。私招滥雇已成为一个不是问题的问题。问题之二:招用工人没有办理用工手续。这次检查就发现,尚有74407名工人没有办理用工手
