从知识、知识活动相关人员和知识保障三个方面对我国和美国的国家知识资源差距进行了比较,进一步从知识资源生产能力、知识共享管理、知识生产产业化水平和国家投入四个方面分析差距产生的原因,提出了我国发展知识资源的对策,包括增强我国科研机构的实力、培养高素质的科研人员、加强对知识资源的生产和引进的监管、实现国家知识共享、推动产业化科研活动的开展。
