统筹城乡和区域发展,是科学发展观的重要内容,而统筹城乡发展又是统筹区域发展的基础。就福建省而言,要实现城乡协调发展,就必须把发展的重点转移到发展小城镇经济和县城经济上来。而要实现区域经济的协调发展,就必须深化行政管理体制改革,着力转变政府职能,逐步促进行政区经济向经济区经济转变。为了更好地发挥厦门在海峡西岸经济区的龙头带动作用,就必须加快以物流业为中心的现代服务业的发展,着力转变经济发展方式,提高产业结构,加大人力资本投资力度。
Balancing urban and rural development and regional development is an important part of the scientific concept of development, and urban and rural development as a whole is the basis for co-ordinating regional development. In the case of Fujian Province, to achieve the coordinated development of urban and rural areas, we must shift the focus of development to the economic development of small towns and the economy of the county. In order to achieve the coordinated development of regional economy, we must deepen the reform of the administrative system, make efforts to transform the functions of the government and gradually promote the economic transformation from the administrative area to the economic area. In order to give full play to Xiamen’s leading role in the economic zone on the western coast of the Taiwan Straits, it is imperative to speed up the development of the modern service industry centered on the logistics industry, make efforts to transform the mode of economic development, raise the industrial structure and increase the investment in human capital.
