2016年1月民政部、广东省人民政府关于“支持发展志愿服务组织、规范志愿服务记录证明试点工作”部省合作正式启动。2月2日,广东省民政厅印发《关于开展“专业社工全民义工”试点工作的通知》。2月25日中宣部、中组部、中央文明办、民政部等9部门印发通知,公布“最美志愿者”“最佳志愿服务项目”“最佳志愿服务组织”“最美志愿服务社区”和“最美志愿服务群体”。
