国务院于2008年5月批准设立广西钦州保税港区,从而将保税港区这一此前在东部沿海等经济发达地区设立的制度模式提供给西部相对落后的沿海地区。广西钦州保税港区位于我国唯一开而未发的沿海区域,西部大开发的三大重点区域之一的北部湾地区(具体处于广西北部湾经济区南端)。本文首先对钦州设立保税港区的制度需求动因进行了考察,然后对广西钦州保税港区的设立的形成机制进行了重点研究,认为整个广西钦州保税港区的设立的形成机制就是钦州设想上升为广西对外开放平台,最后演变为国家战略的过程。对广西钦州保税港区的设立的形成机制进行研究,有利于指导中国保税港区制度供给实践,对其他区域如何设立和发展保税港区具有借鉴和指导意义。
In May 2008, the State Council approved the establishment of a bonded port area in Qinzhou, Guangxi Province, thereby providing the bonded port area, which was formerly established in the economically developed areas such as the eastern coast, to the relatively backward coastal areas in western China. Qinzhou Bonded Port Area is located in the Beibu Gulf area (specifically at the southern end of Guangxi Beibu Gulf Economic Zone), which is the only coastal area open in China and one of the three major areas for the western development. This paper first makes a research on the institutional demand motivation of setting up Bonded Ports in Qinzhou, and then studies the formation mechanism of Bonded Ports in Qinzhou, Guangxi. It thinks that the formation mechanism of Bonded Ports in Qinzhou in Guangxi is that Qinzhou envisions rising to Guangxi’s platform for opening to the outside world finally evolved into a national strategy. The research on the forming mechanism of the establishment of bonded port area in Qinzhou in Guangxi helps to guide the practice of supply system of bonded port area in China and has reference and guidance significance for how to set up and develop bonded port area in other regions.
