以技术创新为内涵的技术进步是区域经济增长的重要推动力之一,因此区域比较有助于考察不同地域间技术创新对经济增长的影响差异。人均资本存量作为技术创新的必要物质条件,在区域经济增长中发挥着基础性作用,因此本文首先对人均资本存量做了区域比较。通过泰尔指数的分解,本文发现我国东、中、西部人均资本存量呈现显著的阶梯分布,表明技术创新的物质基础存在明显区域差异,需进行区域比较。为此本文构建资本-劳动双约束下的经济增长与技术模仿理论模型,提出技术创新对区域经济增长的作用与区域的物质资本水平和人力资本水平正相关,而人力资本水平又可进一步分解为数量概念和质量概念。区域面板数据的经验结果证明了上述结论,同时表明在经济发展从低到高的不同阶段需依次将重心放在物质资本积累、人力资本数量增加、人力资本质量提高和制度等其他外生因素改善上。
Technological progress with technological innovation as one of the important driving forces for regional economic growth makes it more conducive to examining the differences in the impact of technological innovation on economic growth among different regions. Capital stock per capital, as a necessary material condition for technological innovation, plays a fundamental role in regional economic growth. Therefore, this paper first makes a regional comparison of capital stock per capita. Through the decomposition of the Theil index, the paper finds that the per capita capital stock in China’s eastern, central and western regions shows a significant stepwise distribution, indicating that there are obvious regional differences in the material basis of technological innovation and regional comparison is needed. Therefore, this paper constructs a theoretical model of economic growth and technology imitation under the dual capital-labor constraints. It points out that the role of technological innovation in regional economic growth is positively correlated with the level of physical capital and human capital in the region. However, the level of human capital can be further decomposed into Quantity Concept and Quality Concept. The empirical results of regional panel data prove the above conclusion, and at the same time show that in different stages of economic development from low to high, the emphasis needs to be placed on material capital accumulation, increase of human capital, improvement of human capital quality and improvement of other exogenous factors such as system on.
