党的十三届三中全会作出治理整顿的决定,目的在于把过快的经济增长速度降下来,与历次调整一样,固定资产投资当然是调整的重点。可是,其中的重点建设项目情况如何呢?它是否有膨胀现象?是否也是清理压缩的对象?它的状况如何?下文就是我们的回答。一、重点建设的现状与困境从建国以来的资料看,重点建设投资的比重反复较大,尤其是近年来由于资金过于分散,下降的局面还有继续(见下表)。
The decision made by the Third Plenary Session of the 13th CPC Central Committee to rectify and manage it is aimed at lowering the rate of rapid economic growth. As with previous adjustments, investment in fixed assets is, of course, the focus of the adjustment. However, what are the key construction projects among them? Is there any expansion? Is it also the object of liquidation? What is its status? Here is our answer. I. Status Quo and Predicaments of Key Construction According to the data since the founding of the People’s Republic, the proportion of key construction investment has been repeatedly increasing. Especially in recent years, due to the excessive dispersion of funds, the situation of decline has continued (see the table below).
