一、知识经济扑面而来 知识经济正在蓬勃兴起。可以说,21世纪将是知识经济的时代。所谓知识经济,是指以知识为基础的经济,按OECD(经济合作组织)《以知识为基础的经济》报告中的定义,是指建立在知识和信息的生产、分配和使用之上的经济。知识经济是和农业经济、工业经济相对应的一个概念。农业经济梦想占有土地,工业经济希望拥有资本,而知识经济渴望掌握知识。这里所说的知识,是包括人类迄今为止创造的所有知识,其中科学技术、经济管理和行为科学的知识是最重要的部分。
