美国政府水电代表团1980年3月来华访问,回美后,美国《工程新闻记录》杂志引用代表团莫里斯等的意见,于1980年4月3日刊登了“中国放弃了宏伟的水坝工程”一文(已译载于本刊1980年第5期第20页)。为澄清问题,《人民长江》1980年第5期发表了魏廷琤同志的文章“关于长江三峡水利枢纽若干问题辩证”。以后杨贤溢、魏廷琤、赵耆深等针对莫里斯等的意见,写了“为什么必需兴建三峡工程”一文送“工程新闻记录”,该刊于1980年11月6日摘登了这篇文章。下面译载的信,是莫里斯在见到上文后写给该刊的。
After the U.S. government hydropower delegation visited China in March 1980 and returned to the United States, the United States made a statement on April 3, 1980, in reference to the Opinion of the Delegation Morris et al. That “China abandoned its grand dam project ”(This article has been published in the fifth issue of 1980, page 20). To clarify the issue, People’s Yangtze River, No. 5, 1980, published Comrade Wei Tingxun’s article on Dialectics of Some Issues Concerning the Three Gorges Project. Later, Yang Xiangyi, Wei Tingli, Zhao Qiushen and others responded to Morris’s comments and wrote a paper entitled “Why the Three Gorges Project Needed to be Built.” This project was published in the Project News Record on November 6, 1980.
