据彭山县反映,当前农村村组财务管理存在四大问题。一是干部管权又管钱。在一些地方,村民小组组长乃至于党支部、村委会主要领导兼任出纳,经手钱物的现象普遍存在,严重违反权、钱、账分开管理的现金管理制度,致使财务管理失控,为个别思想不健康的干部侵吞、挪用集体资金造成可乘之机。如该县有一个村民组长,就利用管钱之机,连续挪用集体公款做生意谋取私利,造成极坏影响。
According to Pengshan County, there are currently four major problems in the financial management of rural village groups. First, cadre management and money management. In some places, the villagers ’group leaders and even the main leaders of the party branches and village committees are both cashier’s and merchants’ money items. The serious violation of the cash management system of separate management of rights, money and accounts has led to the loss of financial control. Misconduct of cadres embezzling, misappropriating collective funds create opportunities. If there is a villager leader in this county, it will have a very bad influence on the use of money management machines and the continued misappropriation of corporate funds to do business for personal gain.
