江泽民总书记最近讲,“悠悠万事,唯发展经济为最大”,我们要把发展经济,发展企业摆在我们工作的首要位置。 从政府部门来说,要创造一个国有企业转换经营机制的社会环境。转换企业经营机制,必须要有一定的环境和条件,我们许多企业反映了大量问题,主要是体制方面的,政企不分,政府过多地干预企业,不利于企业的发展。所有我们要创造一个良好的环境,最重要的是政府转变职能,做到政企分开,使得经营权与所有权分开。从各级政府来讲,也面临一个如何转变职能的问题,做到政企分开,这是企业转换经营机制的重要的前提条件,否则,转机很难落实。 General Secretary Jiang Zemin recently said: “It is time for everything but development of economy is the greatest.” We must place economic development and enterprise development at the top of our work. From all levels of government, they also face a problem of how to change their functions so as to separate government from enterprises. This is an important precondition for enterprises to change their operating mechanism. Otherwise, it will be difficult to implement the transition.
