1.全社会都关心和支持职业培训事业以色列是市场经济较发达的国家,其劳动力市场运作机制相当完善,有关法规也较为完备。在以色列,劳动者的就业出路不是依赖于政府的安置,而是靠国家宏观控制调节,促成市场机制,以发展经济来创造更多的就业机会。在以色列,从普通劳动者至大学毕业生,甚至按国家法规退役的军人,就业完全是通过劳动力市场来实现的,政府只是利用法律、法规和建立相应的服务机构来促进充分就业。除了政府的作用外,社会各方面都十分重视职业培训工作。如以色列的工会组织、雇主组织以及各种大小企业都建有自己的各类职业培训中心。
1. The whole society cares for and supports vocational training. As Israel is a country with a more developed market economy, its labor market operation mechanism is quite sound and relevant laws and regulations are relatively complete. In Israel, the way of employment for laborers is not dependent on the government’s placement. Instead, they rely on the state’s macro-control and regulation to promote market mechanisms and economic development to create more employment opportunities. In Israel, from ordinary laborers to university graduates and even those who have been retired according to national regulations, employment is entirely achieved through the labor market. The government is only using laws and regulations and establishing appropriate service agencies to promote full employment. Apart from the government’s role, all sectors of society attach great importance to vocational training. Such as Israel’s trade unions, employers’ organizations and various sizes of businesses have their own various types of vocational training centers.
