本文对西藏未来发展方式问题进行了研究。作者认为,西藏社会面临“两对基本矛盾”:一般矛盾是落后的社会生产同人民群众日益增长的物质文化需要之间的矛盾,而特殊矛盾是西藏社会长期面临民族分裂势力的干扰破坏。这“两对基本矛盾”要求西藏必须在科学发展轨道上实现跨越式发展。其努力的方向是更加重视资源优势转化为经济优势,更加重视社会建设,确保国家安全和西藏长治久安;更加重视生态环境建设,确保西藏生态环境良好。实现的基础条件是推动依法治藏,为跨越式发展提供良好的社会环境;经济体制完善,为跨越式发展提供充足的动力;加大对西藏的投入,为跨越式发展提供必要的条件。
This paper studies the future development of Tibet. The author believes that the Tibetan society is facing “two basic contradictions”: general contradictions are the contradiction between the backward social production and the growing mass material needs of the people, and the special contradiction is that the Tibetan society has been facing the interference and destruction of the national splittist forces for a long time . This “two basic contradictions” requires that Tibet must achieve leapfrog development on the track of scientific development. The direction of their efforts is to pay more attention to the transformation of resource advantages into economic advantages, pay more attention to social construction, ensure national security and long-term peace and stability in Tibet, pay more attention to the ecological environment construction and ensure a good ecological environment in Tibet. The basic conditions for its realization are to promote the rule of law in Tibet and provide a good social environment for the development by leaps and bounds. The economic structure is perfect, providing sufficient impetus for the leapfrog development. Greater investment in Tibet will provide the necessary conditions for the leapfrog development.
