《地理教育国际宪章》中提出:“地理与个人教育在知识理解力、态度和价值观的发展中共同组成了教育的整体过程。”新地理课程标准首次提出了知识与技能、过程与方法、情感态度与价值观三位一体的课程目标,这是地理课程改革的新突破,意味着地理课程的功能发生了深刻的变化。知识与技能的目标立足于学生学会,过程与方法的目标立足于学生会学,情感态度与价值观的目标立足于学生乐学。因此,新时期的地理情感教育的目标是时代发展对人才素质提出的
