由于种系遗传和外部环境因素的影响,人在生长发展过程中,不仅存在着人与人之间的个体差异,同时也存有个体内部不同素质、不同能力的差异。这些差异会在不同阶段或是表现为身体缺陷、或是表现为智力差异、或是表现为心理障碍、或是表现为行为问题,形成教育过程中的个体特殊需要。在普通学校的教育中,针对这种由发展差异带来的个体特殊需要而采取的专门教育,即是普通学校特殊需要教育。可以说,任何一个希望获得教育完全成功的人,都无法离开普通学校特殊需要教育。
