今年干部制度改革要着重从两方面努力。首先,要进一步理清思路,制定今后一个时期干部制度改革的总体规划,加强宏观指导。其次,要围绕解决干部能上能下问题,大力推进公开选拔领导干部工作,在党政机关推行竞争上岗,扩大党政领导干部公示制试点,继续推行任期制、聘任制和试用期制,完善党政领导干部考核制度。同时,要进一步做好干部交流工作。
This year’s reform of the cadre system should focus on efforts from both sides. First, we must further clarify our thinking, draw up a general plan for the reform of the cadre system in the coming period and step up macro-guidance. Secondly, we should focus on resolving the issue of cadres being able to go up and down, vigorously push forward the work of selecting leading cadres openly, promoting competitive posts in party and government organs, expanding the publicity pilot of party and government leading cadres, and continuing to carry out tenure, appointment and probationary periods, and improve Party and government leading cadres assessment system. At the same time, we should do a better job in cadre exchange.
