党的十二届三中全会以后,为企业改革提供了一个良好政治环境和经济环境。改革将给企业带来生机,同时也给企业增大了风险。无论企业规模的大小,盈利水平的高低,都面临着企业内部和外部的挑战。从企业内部来说,有一个加快节奏、改善素质、提高效益,以适应形势变化的问题。这是一个企业领导权力所及的问题,也容易做到“兴此抑彼”、“令行禁止”。企业面临的真正挑战是客观形势发展带来的威胁,这些威胁概括起来可认为:
