本文着重分析了我国人力资本投资过程中存在的主要问题及其原因:人力资本投资主体一般包括家庭、企业和政府,在我国人力资本投资中家庭投资目标单一,表现为对高学历的过分追求;企业投资普遍不足,原因在于民营企业雇用的短期化以及政府投资的严重缺位与错位,从而严重影响我国人力资本积累的效果。并提出了解决问题的对策和建议:首先应加大财政的教育投资量;其次,鼓励和提倡社会各界投资教育,拓宽教育经费的来源渠道;最后要优化教育投资结构,提高教育投资效率。
This paper focuses on the analysis of the main problems and their reasons in the process of human capital investment in our country. The main body of human capital investment includes family, business and government. The single goal of family investment in human capital investment in our country is the excessive pursuit of highly educated people. Enterprise investment is generally inadequate due to the short-term employment of private enterprises and the serious absence and misplacing of government investment, which will seriously affect the effect of human capital accumulation in our country. And put forward the countermeasures and suggestions to solve the problem. Firstly, we should increase the amount of financial investment in education. Secondly, we should encourage and promote investment in education from all walks of life and broaden the sources of education funding. Finally, we should optimize the investment structure of education and improve the efficiency of education investment.
