我国正处在发展的重要战略机遇期和社会矛盾凸显期,经济飞速发展的同时容易忽视经济建设过程中所带来的相应问题,也积累了大量的社会矛盾,社会建设相对于经济发展起步迟缓,处于滞后状态,突出的表现在我国社会管理体制还不健全,政府的职能不够明确,不能适应市场经济和社会全面进步的要求,对于市场中所存在的问题不能及时解决。在确保经济继续平稳较快发展的同时,要搞好社会建设和社会管理,完善社会管理体制,并且提高社会管理科学化水平和创新能力,从而确保社会既充满活力又和谐稳定。
