To comprehensively promote the establishment of the basic medical insurance system for urban workers in China and the reform of the medical and health system, the State Council held a working conference in Shanghai from July 24 to July 26, 2000. Vice Premier Li Lanqing of the State Council attended the meeting and made an important speech. He pointed out that the establishment of the basic medical insurance system for urban workers and the promotion of the reform of the medical and health system are basic for workers to obtain basic conditions under market economy conditions.
