党的十四大作出了“关于建立社会主义市场经济的决定”,这是一项伟大的创举和全新的事业,它将对我国的政治、经济以及社会生活和道德观念都产生深刻的影响。随着市场经济的逐步发展和各项政策措施的出台,对职防工作的影响也越来越明显。一是企业自主权加大,经济效益不好,职防工作难开展;二是政府投入相对减少,只能保生存,不能求发展;三是队伍不稳定,人才断层,后劲不足。为了解决目前这些前进中的问题,使职防工作走出困境适应市场经济的发展,特提出以下建议,供领导参考,与同道切蹉。
