我国加入WTO后,人才争夺战日益激烈。如何发挥高层次专业技术人才的自身专业特长和优势,加速科技成果向现实生产力转化,培养造就一批适应社会主义现代化建设需要的,懂经济、会管理、有基层工作经验的复合型高层人才,推动经济、科技和社会发展,盘活现有高层人才资源,成为摆在河南省各级各部门决策者面前的紧迫课题。2001年12月,中共河南省委组织部“知工处”历时数月,深入省属院校和科研院所,走访和召开了多种形式的座谈会,并在全省进行大范围的问卷调查,了解各地方和一些基层单位对高层次专业技术人才的需求。经过充分论证,2001年12月17日,省委组织部、省人事厅、省科技厅联合下发《关于选派“博士服务团”下基层挂职服务锻炼的意见》(豫组[2001]62号),部署安排一批博士到党政机关、企事业单位挂职服务锻炼,正式启动了这项探索性的人才工程。一年过去了,这批博士们在基层工作、学习的情况如何?是否达到了预期效果?本刊记者通过跟踪深入采访,对首批选派的博士服务团工作进行了全程纪实报道。
